The final report of the National Commission on Terrorist Attacks Upon the United States.
Primary sources only. Proven first.
The final report of the National Commission on Terrorist Attacks Upon the United States.
The 2002 congressional joint inquiry into intelligence activities before and after September 11, 2001.
Federal Building and Fire Safety Investigation of the World Trade Center Disaster.
The findings that carry the public argument — each graded against the primary record, none upgraded. The full grading, claim by claim, is in the report below.
Contradicted by the recovered Flight 77 wreckage and flight recorder, the DNA identification of its passengers, contemporaneous photographs, and hundreds of eyewitnesses. The claim requires discarding all of them.
Early, chaotic press reports misidentified living men who shared the hijackers’ names. The FBI’s identifications rest on manifests, documents, records, and remains — and the errors were corrected in the open within days.
NIST’s investigations found impact-and-fire mechanisms and no evidence of explosives — and no document, order, purchase, or participant account of a demolition operation has ever surfaced.
The cockpit voice and flight data recorders document the passenger revolt and the hijackers’ own final inputs. The shootdown authorization was real — and was issued after Flight 93 had already crashed.
The warnings of the summer of 2001 were real but general — no single warning named the date, the targets, and the method together. Negligence at scale is documented; specific foreknowledge is not.
The 28 pages and the FBI’s Operation Encore releases document contacts and support involving Omar al-Bayoumi and Fahad al-Thumairy around Hazmi and Mihdhar in California in 2000. Whether either man knew what the hijackers were in the U.S. to do is not established in the released record.
Four findings carry the whole record. Everything else on this page hangs off them.
ProvenThe attacks. On the morning of Tuesday, September 11, 2001, 19 al-Qaeda hijackers seized four U.S. airliners and flew two into the World Trade Center, one into the Pentagon, and a fourth crashed in Pennsylvania after its passengers and crew fought back. 2,977 victims were killed — 2,753 in New York, 184 at the Pentagon, 40 aboard Flight 93 — citizens of more than 90 countries, not counting the 19 hijackers.
ProvenWho did it. Al-Qaeda, under Osama bin Laden. The plot was proposed and run operationally by Khalid Sheikh Mohammed and approved and funded by bin Laden. The FBI’s PENTTBOM investigation — the largest in its history — identified all 19 hijackers within days, from flight, credit-card, banking and travel records kept in their own names.
ProvenPreventable in pieces, not predicted as a whole. The system generated real warnings in the summer of 2001 — and no single warning named the date, the targets, and the method together. The 9/11 Commission’s own verdict: failures of imagination, policy, capabilities, and management.
DocumentedThe collapses. NIST’s six-year investigation concluded the Twin Towers fell from aircraft impact damage, dislodged fireproofing, and the ensuing fires combined — and that WTC 7 fell from uncontrolled fires alone, the first known total collapse of a tall building primarily due to fire.
All times Eastern, September 11, 2001. Sources: the 9/11 Commission Report, the National September 11 Memorial & Museum timeline, and the recovered flight recorders.
Proven Pilot hijacker Mohamed Atta, the plot’s tactical commander. Flight attendants Betty Ong and Madeline Sweeney reported the hijacking from the air, including hijacker seat numbers — the first hard identifications of the day.
Proven Pilot hijacker Marwan al-Shehhi, Atta’s deputy from the Hamburg cell. Its strike, broadcast live, ended any belief that the first impact had been an accident.
Proven Pilot hijacker Hani Hanjour. It struck the Pentagon’s recently renovated west wedge — the only wedge with sprinklers and blast-resistant windows, a fact both the Commission and the Pentagon Building Performance Report note materially limited the toll inside.
Documented Pilot hijacker Ziad Jarrah. Target assessed by the Commission as the U.S. Capitol or the White House. Passengers, having learned of the other attacks by phone, voted and revolted. The target was spared; everyone aboard died.
Proven1996. Khalid Sheikh Mohammed proposes the planes operation to bin Laden. Its roots sit in the 1993 World Trade Center bombing (Ramzi Yousef, KSM’s nephew) and the foiled 1994–95 Bojinka plot.
Proven1999–2000. Bin Laden approves and funds the operation. The Hamburg cell — Atta, al-Shehhi, Jarrah, and coordinator Ramzi Binalshibh — is selected; the four pilots train in the United States in 2000.
ProvenJanuary 2000 — the first great miss. Khalid al-Mihdhar and Nawaf al-Hazmi, the first two hijackers to enter the U.S., attend an al-Qaeda meeting in Kuala Lumpur that the CIA surveils. The CIA learns Mihdhar holds a U.S. visa. Neither man is watchlisted until August 23, 2001 — 19 days before the attacks. They lived openly in San Diego; Hazmi’s name and number were in the phone book while the FBI searched for them.
ProvenThe nineteen. The remaining “muscle” hijackers, mostly Saudi nationals chosen in 2000–01, entered the U.S. in spring–summer 2001. Final count: 15 Saudi, 2 UAE, 1 Egyptian (Atta), 1 Lebanese (Jarrah). Five on three flights, four on Flight 93.
DocumentedThe money. The plot cost roughly $400,000–$500,000, moved openly through U.S. bank accounts, wire transfers from UAE facilitators, and cash. The Commission’s terrorist-financing monograph found the transactions looked ordinary — which is precisely why the anti-money-laundering systems of the time never saw them.
What was known, and where each warning stopped. Ordered by how close each one came.
ProvenThe August 6, 2001 PDB. The President’s Daily Brief titled “Bin Ladin Determined To Strike in US” — declassified April 10, 2004 — reported “patterns of suspicious activity in this country consistent with preparations for hijackings or other types of attacks,” surveillance of federal buildings in New York, and about 70 FBI bin-Laden-related field investigations. It named no date, no target, no flight. Both halves of that sentence are true, and this site grades both.
ProvenThe Phoenix memo, July 10, 2001. FBI agent Kenneth Williams urged headquarters to check flight schools nationwide for bin Laden associates. It was not acted on before 9/11 — and never connected to the Moussaoui case in the next lane over.
ProvenZacarias Moussaoui, arrested August 16, 2001. Detained in Minnesota after his flight school reported him. Minneapolis agents suspected a hijacking plot and sought a FISA warrant to search his laptop; headquarters declined. He was later convicted as a conspirator in the attacks. His exact intended role remains documented as claimed, unproven as fact.
DocumentedThe summer of threat. Through the spring and summer of 2001 the intelligence system was, in Director Tenet’s phrase the Commission took for a chapter title, “blinking red” — more than 40 PDB items on bin Laden ran between January and September 10. The threat reporting pointed overwhelmingly overseas.
ProvenThe air-defense gap. NORAD’s Northeast sector was working from a Cold War posture looking outward, with 14 alert fighters for the continent. FAA–NORAD notification that morning was improvised and minutes behind every flight. No interceptor reached any hijacked aircraft, and the shootdown authorization was relayed after Flight 93 had already crashed — a sequence established from the tapes and logs.
The engineering record — what the official technical investigations found, and what they did not do.
DocumentedThe Twin Towers — NIST NCSTAR 1 (September 2005). Each tower absorbed its aircraft impact and remained standing. Collapse initiated when impact-dislodged fireproofing let fires heat the floor trusses until they sagged and pulled perimeter columns inward to buckling; the upper block then fell through the structure. NIST’s finding is explicitly conditional: a conventional fire alone, without the impact damage and fireproofing loss, should not have brought the towers down.
DocumentedWTC 7 — NIST NCSTAR 1A (November 2008). Debris from the North Tower ignited fires on at least 10 floors; with the water main cut, sprinklers failed and fires burned uncontrolled for about seven hours. Thermal expansion of floor beams pushed a girder off its seat at Column 79; the column buckled, floors cascaded upward to the penthouse, and the interior failed progressively before the facade fell. NIST investigated explosives and reported finding no evidence of them, with blast scenarios inconsistent with the recorded sound levels and window damage.
DocumentedThe Pentagon — ASCE Building Performance Report (2003). The building’s continuity, redundancy, and the renovated wedge’s features kept the collapse confined and the death toll at 125 inside, despite a fully fueled 757 impact.
DocumentedWhat NIST did not do. NIST modeled up to collapse initiation; it did not model the total collapse dynamics floor by floor, and much of the WTC steel was removed before forensic retention — a criticism made at the time by fire-engineering publications and victims’ families. This site carries NIST’s findings and the contemporary professional criticism side by side, each at its own grade.
The contested version of 9/11 is part of the record too — graded, not ignored and not amplified. Each claim below stands or falls on the primary documents.
Unproven“The towers and WTC 7 were controlled demolitions.” Contradicted by the primary technical record: NIST’s investigations found impact-and-fire mechanisms and no evidence of explosives, and no document, order, purchase, or participant account of a demolition operation has ever surfaced. Demolition-advocacy literature is archived here as a claim source — not as evidence.
Fabricated“A missile, not Flight 77, hit the Pentagon.” Contradicted by the recovered Flight 77 wreckage and flight recorder, DNA identification of its passengers, contemporaneous photographs, and hundreds of eyewitnesses. The claim requires discarding all of them.
Unproven“Flight 93 was shot down.” Contradicted by the cockpit voice and flight data recorders and the debris field, which document the passenger revolt and the hijackers’ final inputs. No missile launch, order, or unit claim exists in the primary record. The shootdown authorization was real — and was issued after Flight 93 had already crashed.
Unproven“The U.S. government knew the date, targets, and method — and let it, or made it, happen.” The documented warnings are general, not specific. After the Commission, the Joint Inquiry, the CIA and DOJ Inspector General reviews, and 25 years of declassification, no document showing specific foreknowledge has emerged. Negligence at scale is documented; deliberate complicity is not.
Unproven“The Saudi government directed or funded the attacks.” The Commission found “no evidence that the Saudi government as an institution or senior Saudi officials individually funded” al-Qaeda. The families’ civil case in the Southern District of New York continues on narrower facilitation allegations.
Documented…but the California support file is real. The Joint Inquiry’s “28 pages” — classified in 2002, released July 15, 2016 — and the FBI’s Operation Encore releases under Executive Order 14040 (September 2021 onward) document contacts and support involving Omar al-Bayoumi and Fahad al-Thumairy around Hazmi and Mihdhar in 2000. Whether either man knew what the hijackers were in the country to do is not established in the released record. The FBI’s Encore closing communication (May 27, 2021) states that after nearly 20 years the Bureau had not identified additional responsible parties beyond those already charged.
Fabricated“Iraq was behind 9/11.” As stated, false: the Commission found no collaborative operational relationship between Iraq and al-Qaeda and no credible evidence of Iraqi involvement in the attacks. 1990s contacts existed and produced nothing — both halves documented. The claim, its refutation, and the use made of it are all kept in this archive.
Unproven“Put-option spikes prove insider trading on foreknowledge.” The volume anomalies are documented; the SEC, FBI, and Commission reviews traced the flagged trades to identifiable, innocuous strategies. The foreknowledge reading is not supported by the investigative record.
Fabricated“Some hijackers are still alive.” Early, chaotic press reports misidentified men who shared names with the hijackers. The FBI’s identifications rest on manifests, documents, records, and remains, and the errors were corrected in the open within days.
Unproven“Israeli foreknowledge — the ‘dancing Israelis.’” Five Israeli nationals were detained in New Jersey on 9/11 and deported weeks later — documented. No released primary record connects them, or any Israeli service, to foreknowledge of the attacks.
The attack is still killing people, still being identified, and still being litigated. Any number printed here carries its source and its date — these counts move.
DocumentedResponder and survivor illness. The WTC Health Program (James Zadroga Act, 2011) enrolls well over one hundred thousand responders and survivors. By FDNY’s own accounting, certified 9/11-related illness deaths among its members have now exceeded the 343 firefighters killed on the day itself.
DocumentedIdentification continues. New York’s medical examiner still makes DNA identifications of World Trade Center remains more than two decades on. Roughly 40 percent of the New York victims have never had remains identified.
DocumentedThe accused. Khalid Sheikh Mohammed and his co-defendants remain in the military-commission system at Guantánamo, decades into pre-trial proceedings shaped by their torture in CIA custody — the Senate’s torture report is a primary document of this project, not a footnote. Zacarias Moussaoui is the only person convicted in a U.S. court in connection with the attacks.
ProvenBin Laden was killed by U.S. forces in Abbottabad, Pakistan, on May 2, 2011. His successor, Ayman al-Zawahiri, was killed in Kabul on July 31, 2022.
DocumentedDeclassification is unfinished. The 28 pages (2016) and the Operation Encore tranches (2021 onward) arrived by sustained pressure, not by schedule. This archive logs what is still withheld, by agency and stated reason, rather than pretending the file is complete.
The primary sources this project is built on. In the full archive, every document carries a working link and is read first-hand before anything drawn from it is graded final.
How this lab works. 91101 exists to find what has not been discovered and what has not been figured out. It does not go with the status quo, and it does not take a commission report or an official statement as a verdict — those are evidence, and evidence gets examined like everything else. The research runs in every direction at once: every medium, every form, every platform, until the record is exhausted and no detail is left unscrutinized. Patterns and connections are pulled wherever they lead — including across the other labs’ records. The lab then builds its own point of view from that record — confirming, agreeing or disagreeing, adding or subtracting on its own work — and grades every claim on what the exhausted record shows.
Proven Established by primary documents read first-hand — records, recordings, physical evidence, official files.
Documented Supported by credible documentation or the finding of the responsible investigating body, stated as such.
Unproven Asserted, but the evidence produced for it does not establish it — including claims the primary record contradicts without a fabrication behind them.
Misidentified A real document, image, or event attached to the wrong person, place, or meaning.
Fabricated Contradicted by the primary record itself — the evidence affirmatively shows it did not happen as claimed.
Order on this site is proven-first, always. No item runs ungraded. A grade is a statement about the evidence, not about the person making the claim — and every grade here can be re-opened by a better document. Grades in Draft Report v1 rest on the published primary investigations above; none is final until the underlying document has been read first-hand in the archive pass.
